Fibre-optic expansion considered regionally: Where Internet providers are now focusing on self-service

Not all regions in Germany are equally advanced when it comes to fiber optics – this is not only shown by statistics, but also by a look at practice. While a third of households in some federal states are already supplied with fiber optics, others are still in their infancy. At the same time, customer requirements in terms of service, speed and availability are increasing.

We looked at where demand is particularly high – and where Internet providers are already using digital solutions such as the MyProvider app to improve the service.

Regional differences in fibre-optic expansion

The measured fiber usage rates are based on a verified test carried out by Net Check nationwide between April 2024 and March 2025. Based on thousands of verified speed tests by real end users, NET CHECK has analyzed current fiber usage in the federal states.

According to current NET CHECK analysis there are significant regional differences:

  • Lower Saxony (37.6%) and Hesse (35.3%) are ahead.
  • Berlin (9.0%) and Hamburg (9.3%) are lagging behind – despite urban infrastructure.

Why the level of expansion varies regionally

The state of network expansion and customer service requirements differ from state to state. Rural regions often lack the necessary scaling for economically viable expansion. In addition, there are lengthy approval procedures, delayed or missing funding and infrastructural hurdles such as monument protection, narrow old towns or non-existent empty conduits. In some areas, restrained demand or initial distrust of new technologies also hinder progress.
